see if you can follow this logic, read it slowly step by step. Let me know when you start getting confused.

1) sigs can be good, bad or neutral
2) annoying is not good or neutral
therefore:
3) annoying is bad
therefore:
5) a) "more annoying" = "more bad"
5) b) "most annoying" = "most bad"

6) "Most Bad" = "Worst"
therefore:
7) "most annoying .sig"= "worst sig"

Conclusion:

"worst sig"(aka "Most annoying sig") can not be the same as "best sig"

Yes it can, this is all opinion so someones sig can be more than one thing to 2 different people.
