OK I have checked this limit on few meshes in couple of situations and it always was exactly 400 units for me - no more, no less.

I wonder then if it could have anything to do with how much the engine has to work with other stuff, for example projectiles and stuff like that..?

That would be odd since they aren't units, though I wonder if weird things like invisible observers count as 'visible units'?

Observers do count as visible units--they have to be marked as visible to observe (if you check the "invisible" box you don't see anything with them).

I don't believe projectiles and things like that affect the unit limit (don't quote me on that). I can, however, confirm that really complicated script lowers the limit a bit.

Yes. To see how many units you have visible, you can use Shift Page Down or Shift F5 to see it only during a film. It will display other limits on screen as well. The monster limit is not displayed during a game to prevent players from using it as a means to cheat.

Yes, the MONSTER limit is 400 at a time.
