Well, first up, your overhead map should be nice and small, ideally no wider than 128 pixels if it is tall (ie taller than it is wide) and no higher than 128 pixels if it is wide (wider than it is tall).
You can use more if you wish, but really 128 will serve fine for most cases, the other dimension doesn't matter.
So basically, shortest side should be scaled to around 128 for your overhead.

After that, and after you've imported it, go into your mesh tag, and in the bottom right section (where all the map-flags are) simply make sure "Overhead map doesn't scroll" is unchecked, if you want it to scroll. If not, then check this box.

Hmm, layout might be different if you're using windows, but for me the "Flags" area is in the bottom right with a box around it, and it's got things like:

Single Player Map
Supports Unit Trading etc etc.

Overhead Map Doesn't Scroll is between "Can be used by demo" and "Models don't limit rendering".

Make sure you have the latest version of Fear from this link:

(follow the link in there and download Myth II v1.5.2, it includes Fear and Loathing v1.5.2.

Hrm, I see, that's a bug then, as that option has always been in Mac Fear...how very odd!

However, it should scroll by default, is it not doing this for you?
