There is but you need the editors Bungie reluctantly released to the public in beta form a long while back. I have all those somewhere one disk (I hope) but I only have the mac versions. I can send them to you if u want, they aren't that big.

i have the tfl beta tools for mac. when i run the tagedit i dont see formation in it. :;):

aye, lionheart.

and as far as i'm aware bungie didn't "reluctantly release" them so much as someone with the beta tools leaked them... whole lotta difference. ;)
