Paint?

Is it possible to use windows paint to make bitmaps?
Plus, is it possible to download a full free version of photoshop for windows 98?

Yes Paint can make BMPs among other image files. But Photoshop gives you more options and more control on how to alter what you want the final version of the BMP to look like.

I don't know if many people ever had the displeasure of playing it, but the first level of the overly ambitious, ill fated 'Rise of b'y'laggo' expansion was made entirely in paint. All kinds of ugly, neon scariness.

lol i remember i used paint

i use Macromedia Fireworks to make my bitmaps

and i just import textures i have and fill it in.... seems pretty easy :D

There are no legal free versions of Adobe Photoshop. None.

If you are looking for a free paint/image program for mapmaking, I would suggest you check out one of the many free photo-image-paint-editing applications. Photoshop is the standard in the commercial image editing world, but for mapmaking using Photoshop is a bit like using a lamborghini to drive 100 feet to the convenience store to buy a gallon of milk. Many of these free products will do all you need to do for mapmaking and much more. There are a lot out there, here are a few:

gimp (for windows)

PhotoPlus (a commercial product, but the company makes older versions available for free)

Paint.NET

Pixia (The current version doesn't work on Win98, but the previous version does and is still available for download)

Yea, you surely don't need to use Photoshop to make nice colormap, but I think that every colormapping tutorial describes how to do some things using Photoshop. It's just the most common. And I really don't suggest to start making your first colormap without reading any guides.

I recommend GIMP, it is pretty basic and easy to learn. Also get cydonians map making tutorial, it is understandable even without PS.
