Depends on who you ask. Isn't the Lurker from GURPS?

The Lurker and The Faceless man were both names given to the missing Fallen Lords during pre-release but didn't make it into TFL.
My general opinion is to ignore them seeing that The Faceless man is a member of the Taken from the Black Company books (from which Myth was inspired) and the Lurker was just plain lame (also too close to the BC equivalent).
I'm much more in preference to going with the ones mentioned/starring in TFV...

What Horus is trying to say is : to each their own. There's no set names, because the 'other' Fallen Lords never appeared in TFL, so you can go crazy.

I don't believe there is any reference to the description of those two fallen lords. If you made the Faceless Man you might as well make a Black Company conversion.

In the games, and in the manuals, I'm pretty sure the other two were never mentioned.
BUNGiE would most likely have had notes on this; there's more than enough written on this subject at the Myth Story Page anyway... I generally think yeah the Lurker and the Faceless Man when I think "the other two".
But the huge grey area is this - since it's never actually there in any of the games, it essentially doesn't exist because most people never heard about it. So basically, if it's that inconsequential, one should feel free to... expand.

Yep, it's all relative. In my mind, the other two fallen were always the Keith Richards and GW Bush.

"Hey. You know man, one ring to rule them all. And the head, Man the head, that's just wild. It's like a head without any body, but its alive. ALIVE man! Crazy. And everyone wants to talk to the head. Its been a long night, I think I need to 'talk' to the head myself." Richards or Bush-- you decide.
