I think I found a tiny bug in the newest fear build for windows.
When you try to change the Flag Number field of a scenery object to 0, it is always resetted to 1. But I also experienced that some netgames will only work with scenery number 0. Ctf flags with number 1 for example will immediately eliminate a team. Therefore it is currently not possible to create new netgame sceneries.
Please correct me when I'm wrong.

Funny, that's never happened to me, on either my Mac or my PC. I just tried it again and it worked fine.

I just followed that exact sequence of events and the flag number stayed 0. Of course I'm on my Mac right now, my PC is at work and I won't be able to try it there until Tuesday. I did change the flag number of an existing scenery object before on the PC, but I didn't try duplicating one, so I'll give it a shot as soon as I can.

I had to hexedit the flag settings whenever I tweaked netgame balls/flags.
