win98 se-Savage4gt - yeah i know its old but.....

My regular computer (an imac) died so now im having to use an old slapped together PC which uses win98 se and has a savage 4gt for graphics. On land with few units i get about 40 - 60 fps but when im over water or theres more than 10 units fighting the fps goes to below 1 fps. I know cov has has siilar problems with a newer system and equipment, but was wondering if theres any changes in settings i can make to help this. Oh and telling me to get a real graphics card isnt the answer ( thats just too obvious, and not financially realistic for me at the moment)

Any suggestions or ideas would be greatly appreciated
