The Fallen Levels (Unused Files)

It seems minor, but has anyone been able to make a plugin for The Fallen Levels that uses the unused illustrations from TFL in the journal segments? If not, could someone do it?

Why didn't Bungie use those?

I think there was also an unused music track in the gor meant for the multiplayer lobby.
